The Panel is composed of 21 members. 14 members of the Panel are appointed by CEBS on proposal of the Bureau based on the suggestions by CEBS members, 2 members will be nominated each by the European Banking Industry Committee (EBIC) and FIN-USE, 1 member is appointed on the joint nominations by the International Swaps and Derivatives Association (ISDA)- the London Investment Banking Association (LIBA)-International Capital Market Association (ICMA); 1 member each by The European Consumers' Organisation (BEUC) and the Union of Industrial and Employers' Confederations (UNICE).

The members should have a significant experience in the field of banking, have a European track record and share the objectives of the European Union. They should be in a position to speak with independency and authority. Panel members are appointed in a personal capacity and must be capable of studying technical issues linked to the prudential rules and supervision in the area of banking. The panel members must also be capable of taking a broad and strategic view as to the issues facing the European Banking Market and the Single Market of Financial Services.
